For most of the time, the sky itself is not very different from the
VIS at ~3000m. But these does exist light pollution from several
buildings. Car light is worse there. If you can hide yourself
from these scattered lights (I haven't figured out how to do this
yet), the sky should be good.
The altitude of the summit is ~4200m. Most people start to have
high mountain sickness at >3500m here. It's recommended that
one stays at the 3000m VIS for at least 24 hours before working at
>3500m. For first time comers, it's better to stay 48 hours
before working at >4000m. Although I go to Mauna Kea frequently,
I still follow the 24h rule before I go up.
