There are a large number of ways PS CS identifies currency. The technology
has been developed over many years in conjunction with the new currency
designs. It isn't a Bush "plot"
Just a couple of the ways are various forms and patterns now being
incorporated into the designs. Such as

Technolocical crimes require a technological solution. What is so hard to
understand about that? 
When it gets to the point where any ten year old can go down to Kinkos and
copy a few $20's we have a problem.. and you don't need special paper to
make a passable $20. All these technologies can certainly be hacked
and cracked and they will not stop the sophiscticated counterfeiter. They
have become necessary because the counterfeiting problem has evolved from
the 100 sophisticated printers who each make 1000 $20's to the 10,000
crackheads who make 10 $20's at Kinkos. The CS Central Bank technology is
aimed at the low-tech jerks who are causing the new problem.
As far as nude photos, there has been software out there for years that
detects nude photos as easily as keywords in e-mails. Detecting nude photos
is easy, a few form factors and a certain percentage cutoff level for the
RGB values for flesh.
