Having worked 15 years in a flexible packaging plant for a large forest products company, I think you can safely assume that these small rolls come off a much bigger roll. Generally, a VERY large roll will come in and using a 'slitter' machine, will be divided (or slit) into rolls of varying width and length. I worked in a plant that printed food packaging labels, bags, wrappers, etc... These things would be printed on a huge roll, then be sent to the slitters, for single width shipping.
