I used to work in a paper mill. Paper comes off the machine in a huge flat sheet. When it comes off the machine, they can either cut it or roll it up. I don't know how much it costs to cut it, but I suspect it's not much. It's usually very wide when it comes off the machine (and the edges are ragged), so it has to be cut even if it's going to be put on a roll.
