I use a ProMaster diffusion filter to achieve a result similar to Fujii's.  I take one exposure with the filter and one without, then combine the two images in Picture Window.  At first I had been combining them using the Blend function, but I like the effect using the Lighten function better.

Allen Hwang creates the same effect in a single exposure using the same filter by leaving the filter on for only part of the exposure.

While PS is probably capable of doing it, that soft filter he uses can't be too hard to get. As far as I can remember he wasn't adding images either. It was just one shot. Where is he these days I haven't seen much of his work lately.
