    I'm going to test it on normally exposed shots before I go out and shoot it for astrophotography. It says 375cc's for one roll of 35mm. I'm sort of figuring it in oz though so I think I could just pour water in till it covers the bottom reel then pour it in a measuring cup and see how many oz's I end up with.

I can give you my process but others may be different.
 
I mix only the amount of D-19 that I need for my tank.  Each tank should give the amount required for its capacity.  For instance my Jobo 2521 tank can do 4x5 - 120 - and 35mm reels and uses between 270 and 560 ml.  for my 4x5 work I always use 600 ml, I know anal isn't it.
 
If you are using a non rotary tank the liquid should always cover all of the film, I would use only one reel in the bottom of a two reel tank to be certain.  BTW I highly recommend rotary processing for even developing.  One last thing, a little extra developer is a small price to pay to protect your investment in imaging time .
 
The film is light safe after it has been fixed.

After sifting through the archives and reading about 2415 development I have 2 questions about it.
I noticed that some people are not mixing the whole gallon at once to avoid having to throw it away. How many oz of distilled water should I use to develop one roll of 35mm? Is the level of development solution in the tank supposeto be above the top of the reel?
And at what point in the process is it ok to expose the film to light? After the fixer?
