    To answer your question: yes and no. I have only processed tech pan in HC110 dil B to make B/W slides from high contrast negs taken with the Schmidt. In HC110 dil B for 4 minutes, your contrast index drops from 2.5ish to 1.2, and speed drops from around 160 to 100 ASA. Expect longer shots with finer grain and much lower contrast. All those 17th mag galaxies will probably fade out too.
    Until very recently I considered the B/W slide or print the final destination of a tech pan image, and have always processed for maximum information. By using HC110 I think that you will lose detail in the fainter parts but on bright stuff like M8 or M17 it may work out well in a stack. Have you tried reducing the contrast of the tech pan image before you slip it in the stack? I had good results that way. Using HC110 may still not be low enough contrast for a colour image. If you could match the contrast index of TP to that of the colour film, you might have a winner.

Great 1396 nothing like going into the archives for a winner.  Have you ever tried developing for a lower contrast index on these brighter objects?  My reason for asking is that when a really great BW image like this is used with color information for LAB or LRGB it totally overwhelms it.  I have been wanting to try other developers but I always give in to D-19.
