Dynamic range and number of bits have absolutely nothing to do with each other.
Any number of bits can represent any dynamic range. More bits simply means 
smaller steps for any given dynamic range. The reason you generally see more bits
associated with a larger dynamic range is to keep the step size small and 
minimize the possibility of posterization if the image is greatly stretched.
