  Here are some suggstions.  Some folks frown on taking astrophotos to the 1
hr shops, but I understand your restictions.  I've gotten some nice prints
this way.

1.  Choose a business where you think that the operator and
    equipment are most reliable and get to know them.  Talk to them
    and get them interested, and let them know that you appreciate
    their efforts for your unusual requests.

2.  Ask for multiple prints from each exposed negative.  Before I
    got my scanner, I used to ask for 5 prints from light to dark.
    Ask to print the first print very light, the second print darker,
    the third print darker, etc...   You will likely get a least one
    suscessful print this way.  I typically had only a handful of
    shots on a roll anyway, so having multiple prints from each shot
    didn't drive the total cost up very much.
