John,

Under developing TP will not work.  My experience with this is that it
will result in uneven development marks, especially under 4 minutes.
You will also end up with a less contrasty negative that will not have
the full tonal range of a properly developed neg.
You are wasting your time.  I would hyper some new film.  The time and
clear skies spent at taking the photos is worth much more.
