I asked an experienced astrophotographer wich filter he think that Akira Fujii use and what he think about the nylon stocking , here's his answer ( I like the last part of his answer )

From my own experiments and comments from other people I believe he used
a fog or haze filter over the lens for all or part of the exposure.
A nylon stocking would produce diffraction
pattern related to the orientation of the fibres in the weave of the
stocking -- like looking at bright lights through net curtains. In all
these things, experimentation leads to new ideas. Try it!

I use the Promaster diffusion filter and take two exposures, one with the filter and one without. I then combine the two exposures digitally using lighten in PW Pro. Here's an example:
