I too had heard/read that somewhere, that's why I asked Tony.  I do 
think however that as Philip pointed out, a decent brand (e.g, B+W) 
would try to be mostly neutral.  Cokin on the other hand ...??

Check out some of these Schott ND curves.  They're mostly flat but 
it would be nice if they were flatter.
