Reflections from metal (conductor-anything with "free" electrons)
cannot be reduced with a polarizer.  Reflections from dielectrics
(water, glass, paint, etc) can be reduced.  The reduction is
reflection angle dependent and varies with the properties of the
dielectric.  If I remember correctly (good chance I am not remembering
correctly) the reflection angle of maximum polarization is the
Brewster angle.
