I don't know about Photoshop, since I don't use it, but I got my wife an
ME machine and had nothing but trouble with it.  The only upgrade path
from ME is XP (you have to reload the OS if you want to change to
something other than XP later).  Since putting XP on her machine, not
one problem.  Win2K and XP also handle more RAM than 98 and ME, I
believe.

My experience with Windows OSs:

Win95 - Junk
Win98 - Very Good, very few problems
WinME - Junk
Win2K - Excellent, no problems to date 
WinXP - Excellent, no problems to date

Your mileage may vary, but I will personally never get near ME again.
