You might check out Sentinel, it's a low desert site which is great for the
winter. You can camp there, but there are not facilities, you'll have to
rough it.
Good luck with the weather, I spent a week in January during the El Nino of
1992 in southern Arizona camped at Empire Ranch and other places, and I got
rained on every day.
