You need to change the width from the original's present 2491 pixels to 600 
pixels in the Image Size command.  Resample Image must be checked here for 
this to work.

Ok that box.

Then go to Save As and select JPEG from the pull down menu.

You can get away with a lot less than 10 or 12 on the quality setting. Try 
7 or 8.
