Jeff,

You'll see if you save a JPEG at very low quality and look at it. The artifacts are still visible at higher quality levels but they are more subtle.

In Photoshop, I generally save at quality level of 7 to 10, depending on the size of the image. I also preview the image at 200% zoom. If the artifacts are barely discernable at 200%, then they matter even less at 100%.
