Well, you can greatly reduce the costs: you can avoid a scanner by
digitizing your shots on a Kodak PhotoCD (this is what I do, 'cause I
haven't a film scanner), and obtain high quality photo prints using a
professional print service, here in Rome I can get a 20x30 cm.
computer print at photographic quality (on Kodak professional
photographic paper) for less than $4 US. Sure, you need an adequate
software to manipulate your shots, but Photoshop is not the only way.

At the end, the cost per photogram is equal to:

- Kodak Photo CD: $2
- Photographic quality output: $4

You need to purchase a Photo CD, once, for about $9 (here in Italy);
but this CD contains about 100 24x36 photograms, at the maximum
resolution of 2048x3076x16M. As image computing software, there is the
good Paint Shop Pro at a reasonable pricing, but have you ever
listened something about The GIMP? What's The GIMP? Easy, it's a
Photoshop-class software, absolutely FREEWARE for the Linux platforms.
Windows 95 is not the only one ;-) The GIMP can manipulate your shots
as much as Photoshop does, but you can have also the source code, so,
if you are able, you can add more functions, filters, plug-ins, and so
on.
