Leigh,
        I use the same plastic tank and I too have had problems but it IS
possible to load the 36 lengths of Tech Pan.  I plan on cutting down my
rolls of hypered Tech Pan to 6 frame lengths and loading them into empty
cartridges.  It is often difficult to shoot 36 exposures, if you're
doing astrophotography, in one night.  I have attempted using the steel
reels to load the Tech Pan but I find them MORE difficult at the 36
exposure lengths.  Good Luck have fun and Clear Skies
