Hi Brian---its pretty simple.  It wouldn't even need to be a ham or cb type.
Almost anybody who has a trailer probably has had to use a meter to find out
why their tail lights don't work, and then has probably soldered the 
broken wires
back together.  

Fred Lusen had a good suggestion in looking up contact info for a local ham
repeater group on the web.  I don't know your neighborhood to know whats 
close
by.  But, if you can locate the callsign of  a ham operator or radio 
repeater in your
area (say by googling "Ham Radio Niagara Falls, NY"), you can put it 
into an info
lookup at the following URL, and obtain contact info:
http://www.qrz.com/callsign

Again, I'll be back from my backpacking vacation by the 18th.  If you still
have not found someone  local who can help, I'll be glad to do it out here.
