Scott,

Fixer doesn't oxidize and go bad like developer does.  It is more like the
acid stop bath.  A month is not a problem for fixer.  The main thing to
check is if you have used up the capacity of the solution.  The packaging
will tell you how many square inches of film or paper a given amount will
process.  I use a testing solution, Edwal Hypo Check.  You can get it at B&H
Photo for about $5 (B&H # EDHEG).  If you have a photo store that carries
dark room supplies, they will have it in stock.  I take a small sample of
the fixer and add a couple of drops of the hypo check.  If the drops remain
clear in the fixer, the fixer is fine.  If the drops cloud, the fixer is
bad.
