Believe it or not, try Yahoo, photos.  ( Select "Photos" from the main menu
at http://www.yahoo.com/ )

I recently used them to print some digital pictures that I wanted to send to
my family. While I did not try the poster size prints, the 4x6 prints were
on photo paper and were the same quality as standard (film) print photos.
It was fast, cheap, and of high quality.

They have up to 20in x 30in poster size for $20.
