As others have pointed out, Lumicon holds a patent on the hypering
process which forbids this.  They specifically allow hypering for
yourself and even for your club, but not as a business.  If you look
at the descript for, for example, the 600 kit, you will find this:

    Attention Clubs and Organizations: You can sensitize up to 15
    rolls of 35mm film at a time for group use by using the precision
    temperature controller with a temperature sensor. Caution --Sale
    of pre-hypersensitized film will require licensing; no licensing
    is required for in-club use.
