Of the two OTAs mentioned above personally I would lean towards the 
Celestron.  But I would not be so quick to say a good refractor and
mount is beyond your budget.  You should be able to pick up a 3" 
refractor + GP mount (used) for under US$2,000.  A 4" photographic
refractor + G-11 should be around US$3,000.  With the G-11 you can
pick up/build an 8" or 10" intrument for visual work for a few hundred
US$.
