I have owned both eyepieces, I don't like the Meade 9mm because the reticle is
adjustable in x-y, a bit loose, it would actually shift in use.. the reticle
focus was a bit loose and would change focus on the reticle too easily.. get the
12mm.
I don't know what the concentric circles are for..
