With hypered Tech Pan??
Yes, there are good reasons to do a presoak with some film/developer 
combinations,
but hypered Tech Pan and D-19 is not one of them.

Have you done this with hypered Tech Pan and D-19?
Did you notice if the film base fog was very dark? (increased base fog 
resulting from water presoak before develope)
Did you notice any mottling or uneveness?
