Unfortunately this happens all the time.
With the advent of the internet, digital imaging and digital manipulation,
the value of photographs has, in general, gone down. The American Society of
Media Photographers (ASMP-used to be The American Society of Magazine
Photographers) is at the forefront defending photographers rights to their
images and the value of those images. Check them out at www.asmp.org
