In my experience, crescent shaped marks on the film are from rough handling
while loading the developing reel.  Static discharges look like little
lightning bolts on the film.  Hypered Tech Pan is especially prone to these
little pressure marks from where the film was kinked during handling.  My
suspicion is that you don't have static problems, but film handling
problems.  These marks tend to dissapear after you work with film a lot and
learn to finnesse it onto the reel.
