This has been one of my biggest gripes with Nikon. They don't seem to know
the difference and they use this improper definition along with fuzzy math
to come up with a totally bogus value for dynamic range.
They take the Bit depth, and convert it backwards into dynamic range. In
this case a bit depth of 12, 2^12=4096 and the base 10 log of that equals
3.6 which they advertise as dynamic range even though it has virtually
nothing to do with the real dark to light range of the scanners.
No wonder people get confused.
